It will be necessary for ArcGIS Server 9.3.1 users to migrate to ArcGIS Server 10.0 so that Web ADF applications can use the Bing Maps key. It will also be important to ensure that any API applications use the Bing Maps key and not the token service. All 2.x API applications use the Bing Maps key.

What if the organization is migrating to a 2.x API application but currently runs ArcGIS Server 9.3.1 and cannot upgrade?

If the organization cannot upgrade to ArcGIS Server 10, contact Esri Customer Service (1-888-377-4575, option 5) to request a Bing Maps key for use in an ArcGIS Web API 2.x application.
